Extensive new qualification requirements resulted from recent
bankruptcy law changes. In addition to restrictions on filing bankruptcy
under each chapter, two new global requirements affect all chapters.
First, all tax returns for prior years must be filed and current.
Secondly, all individual debtors must complete a course in credit and
budget counseling. Only approved courses may satisfy this requirement,
and typical issue a certified statement of attendance.
Most other global bankruptcy law changes - of which there are many -
relate to procedural issues and many non-debtor issues.
