The only restriction on an initial conversion is qualification under
the terms of the new chapter. An initial conversion may be chosen at any
time. However, once converted to a different chapter, reverting back to
the old chapter is subject to strict scrutiny. Also, creditors may
request, or the court upon it's own motion, may allow conversion to a different
chapter for cause. In most circumstances, debtors rarely request
conversion unless expecting significantly more recovery from the estate
based on either Chapter 13 payments or liquidation of nonexempt assets
in Chapter 7.
